Three ways to move it.

By road

Trucks load at your factory or warehouse in Cairo, Alexandria or elsewhere in Egypt, and travel west along the coast to the Salloum land port on the Libyan border. Export customs are cleared there before the goods cross.

Where the goods are handed to your buyer or their transport in Libya is agreed before loading, along with who clears them on the Libyan side.

Road freight

By sea

For larger volumes or goods going to western Libya. A full container (20ft, 40ft, 40HC) when you have the volume, a shared container when you don't.

Containers leave from Alexandria or Damietta for Libyan ports such as Benghazi, Misrata and Tripoli. We choose the Egyptian port by where your goods are and which Libyan port they go to.

Sea freight

By air

For urgent, light or high-value cargo such as samples and spare parts. Air cargo leaves Cairo Airport, where our branch works in the Cargo Village, for Libyan airports.

What you prepare in Egypt, and what your buyer needs on arrival. Not every item applies to every shipment.

Before it leaves Egypt

  • Exporters register. Your company must be on the exporters register at GOEIC before it can export.
  • Invoice and packing list. Commercial invoice and packing list for every shipment.
  • Certificate of origin. Libya asks for a certificate of origin with every import. Usually the Arab certificate of origin (GAFTA): it can lower duty in Libya if the goods meet its origin rules.
  • Fresh produce. A phytosanitary certificate from the agricultural quarantine, after inspection.
  • Export declaration. We file it and clear the goods at the port or Cairo Airport.

When it arrives in Libya

  • Trade registration. In September 2026 Libya's Ministry of Economy and Trade announced a mandatory electronic register for importers, exporters and foreign suppliers, phased in from January 2027. Your buyer can confirm whether it applies to you.
  • Inspection certificate. Goods paid by letter of credit may need a pre-shipment inspection certificate under a Central Bank of Libya rule. Your buyer's bank says if it is needed.

Questions about shipping to Libya.

Should I ship to Libya by road, sea or air?

It depends on what you are shipping, how much and where it goes in Libya. Trucks cross at the Salloum land port and suit loads going to eastern Libya. Containers by sea from Alexandria or Damietta suit larger volumes and Libyan ports further west such as Misrata and Tripoli. Air from Cairo Airport to Libyan airports suits urgent or light cargo. We compare the options for your shipment.

Which documents do I need at the border?

On the Egyptian side: your company on the exporters register, a commercial invoice and packing list, and the export declaration, which we file at Salloum, the port or the airport. Libya asks for a certificate of origin with every import, usually the Arab certificate (GAFTA). Your buyer's broker clears the goods on the Libyan side and confirms anything else your product needs.

What do Egyptian companies export to Libya?

In 2025 the largest categories were plastics, cement, paints, electrical equipment, prepared foods, and marble, granite and ceramic tiles. Steel, paper, dairy, clothing, vegetables and fruit follow. We ship all of these as commercial cargo.

Can goods from several suppliers go together?

Yes. We collect from each supplier in Egypt and load everything together, in one truck or one container, with one set of export documents.
